Latest news from RCom, going to be discontinuing providing voice services to the subscribers. This information provided by Trai (The Telecom Regulatory Authority of India). According to Trai RCom only provide 4G data services to their customers from 1st December, 2017. Even they have mentioned closure of company's DTH business once it's license get expires on 21st November, 2017.

RCom getting huge loss and not able to manage
their debt amount. Main reason behind is RCom, reeling under debt of around Rs
46,000 crore.
To Do:
The customers of RCom can switch to other
networks and RCom will not reject their porting request.
Regulator directed to all other telecom operators to accept the port
request of RCom till 31st December, 2017.
According to RCom, they informed Trai that it
is providing 2G and 4G services in eight telecom circles of Andhra Pradesh,
Haryana, Maharashtra, UP East and West, Tamil Nadu, Karnataka and Kerala.
Mentioned states can still enjoy their services but I don’t think so they will
provide their services in same manner or few changes will come into their
plans.
So my friends switch to other networks as soon
as possible to continue with same mobile number otherwise, might be a chance of
losing your old number along with network.
